Today an SB A/C was opened in our associations name with Indian Overseas Bank, Vignan Nagar Branch.
Baswaraj has paid by cash Rs 21370{Rs. 9677 surplus of maintainance and Rs 11693(as half of the cauvery water bill of Rs. 23385 as on 31/08/2007)}. The present bill is of Rs. 36131 as on 15/11/07 would be paid on monday. The residents who have arrears(of maintainance) are requested to pay the same ASAP. Any enquires related to accounts can be requested from the undersigned.

Date finalized today, we are going have our get together and photo introduction session on 06/01/2008 evening. Our budget, program and the time would be finalized shortly by our association (secretary & Treasure)
6) Finalizing our monthly Maintenance money
Mr.Raghavan (104-A), our executive member explained about this point clearly, but as a final point we have arrived a conclusion that “we are not going to change anything with the time being existing setup – Rs.700/-“
7) Initiate Maintenance activities
Our Executive team would initiate this process from now on. Mr.Basvaraj is collecting our maintanenance money this month (December) to settle our last month's due. But all activities are handed over to us. We will have to take care of all our activities from this month (December) onwards.
From 1st of January 2008, we are going to initiate the maintanance collection process.
Meanwhile, this month our executive team would concentrate on other activities such as association/arrear fund collection, legal, Cauvery water, insurance, our name board and so on..
8) Kickoff Cauvery water supply
Not for the time being was the decision we made in our meeting. But
Unfortunately in the evening our water issues have started, so we have arranged a water tanker today. So now we will have to think on this point and derive a solution immediately.
9) Never ending issue – Legal
Time being we are not going to focus on Sakrama 2007, because there is a judgment which is going to happen on 4th of December, 2007, but at the same time our evaluation process would still continue concurrently by our legal team.
We would get an update about our injunction order issue by Monday (03/12/2007) from our lawyer, Please keep an eye on it.
10) Mobile & landline for us (optional)
Mr.Raghavan (104-A), our executive member suggested an idea about this, but the decision is yet to arrive. Secretary/Treasurer would announce if there is any?
11) Variety Program for New Year eve (optional)

Block 'B' Cracks on the Terrace parapet wall
Hello Friends,
I had recently gone to the terrace (Block B) and i noticed that there are many cracks on the walls which needs to cemented as soon as possible. The cracks are noticeable in quite a number of places. We need to pressurize the builder to get this problem fixed. I also urge the members from Block A also to check their parapet walls as well.

I also agree with Krishna, I was under the impression that the monthly maintenace bill per flat will come around or below Rs.1000/- with this outsourced facility, customised to our need. But if they just want to eat up the money like that, it is better we manage it ourselves. I also would like to add the reason why I suggested it. I have seen some cases earlier, where like ours, an association was formed and some people within the association were nominated for the maintenance work. When it comes to day to day operations, it was a bit involving work with all the small - small complaints of plumbing , electricity, other repairs etc. Due to this there was a general frustration in the meetings from that group that "we are doing all the work and we also have to pay for it, while others just pay and do nothing." And also some shouting and blaming happening during the auditing on the way expenses being handled. And at the end, the work was outsourced. This may or may not happen with us. However, if we are going to handle the maintenance ourselves, then my suggestion will be to establish a process and guideline that every one has to follow.

I agree with you Krishna. I don't like giving the control of our premises to someone else. If we feel very difficult, we can think abt outsourcing in future.Paying the bills is not a great deal, it can be done online or near by EASY BILL outlets.For 24hrs power supply, we can get some technician and get the issue of manual changeover resolved, I think.For other activities/ services like, plumbing, electrical work, etc, we can have the contacts of one or two guys and have them posted on site and also display it at a easily accessible location (on display board or …).

Yesterday (21/11/2007), I had a meeting with Preethi security’s representatives, Mr.G.Somashekar- 92434 53040 & Mr.G.Manjunath - 92434 53041 at around 8 PM.
They are ready to take over all our maintenance activity, their approx charge per annum would be around 80,000/- (including 2 securities) but our monthly maintenance charges would be increased without any benefits for us, because
Their 1st question was how much you are charging for maintenance? When I explained about it, they stunned and told me that you should collect at-least collect 1200/-
They would provide security it seems, but their charges would be 4000/- per head.
They would take care of 24 hours power supply of course our securities would operate the change over mechanism it seems.
A manager from their side would come and work here it seems from 9 to 5 and would take care of our all our activities inclusive of monthly collection and also he would be our point contact for all activities like bills paying, electrical work, plumbing, carpentry, cleaning, motor operation and so on…
After listening for half an hour, I’m not fully convinced & felt that these systems would be ideal for 100+ flats. Also I personally felt that why should we pay unnecessary money for someone who come here and take the control of our premises.
More over if we increase our maintenance charge from 700 to 1200 we would be in a position to save 30 to 40 thousands easily per month with our existing system and we can utilize the fund for other activities as well.
This is my personal observation, Please comment/vote which is kept on the right side.

Just now I spoke to Mr. Manjunath and got to know how they are managing “Anisha Grange”.
They are paying 1,67,000/- it seems for 120 flats, So the rough estimation for us would be around 80,000/- per annum, which includes all activities with 24 hours generator backup except AMC (Annual maintenance Cost) of Lifts, motors and so on...
I asked for quotation, also He would be visiting our premises today and give us the quotation, would update you once it is reached us.

I had a chat with my friend in Anisha Grange and got the details of the firm who is handling maintenance for them. Pls find the deatils below. I also had a conversation with one Somashekar and he told me that they can tailor their services according to our need. They can take up entire site operations or can manage specific operations that we need.
My suggestion is to have a have a discussion among ourselves and address on how do we want handle the maintenance task. If we decide to out source it, then we can get quotations and finalise on it.

Actualy as per Sakrama scheme, violation is calculated on four fronts which I mentioned. Out of which square feet is important which you have mentioned, but we should also check violation if any in other fronts. Will it not be better to go for second opinion. Just to make sure we are in the right track. Do we have enough finance for the same. This is because all 3 bed room flat owners will necessarily pay regularisation fees and cross checking will always help. Muthu please comment...

Building Deviation
Hi All,
Just spoke to Sreeni (G7/B). Update is Valuer is visiting the premises 21st Nov'07.As per Sreeni the calculation is based on total sqft deviated X Market value per sqft . Currently the market value is close to Rs.1000 per sqft.
Once we know the exact sqft deviated ...we need to take a concious decision based on the total deviation how do we plan to go ahead .

Violation percentage
Hi legal team,
Did we now have rough idea of the violation percentage? It is very important to know the regularisation fees upfront because today in hindu paper I saw for a 60x40 site it could be minimum of 6.5 lakhs violation on all four [pertaining to floor area, setback, town planning and zoning regularisation] fronts. Before Dec 14, making arrangements for anything above 30,000 rupees is huge for me and I have to opt for loan.

How to process it?
Just download the application and fill-in (One application for one applicant) and attach a photo copy of any one of the following evidence.
1) Gas Connection (Should in the present address)
2) Phone bill (Only BSNL & Should in the present address)

4) Electricity bill (if it transferred on your name)
5) Bank statement/letter (Should in the present address)
And submit it with in 17th of this month.

CIRCULAR
In our 6th meeting, we decided to have our “General body election” by this Sunday (18/11/2007) at 11 AM as per society act without getting it registered. We are going to elect a “President”, “Secretaries” and “Treasurers”. The Memorandum of Association (MOA) would be prepared upon completion.
This circular is an official invitation to participate in the election, and if you are unable to vote, you can authorize (proxy) any one of your family member (over 18 years) to vote on behalf of you.

6th Meeting - MOM
As scheduled, we met at 10 PM and discussed our “Agenda” 1) Regularization 2) Forming an association.
Regularization:
Srini (BlockB) & Muthukrishnan (BlockB) has taken up the building valuation role. Srini is going to do this process officially and Muthukrishnan would do it privately. The tentative date of completion of this process would be this Saturday (17/11/2007). Upon completion, we would be in a position to calculate our percentage of violation. As per Sakrama ‘2007 article we are going to file our papers to BBMP through our association within 14th of December 2007.
Forming an association:
We are going to have our “General Body election” this Sunday by 11 AM. A break up circular would be sent out shortly along with “Acceptance Signature sheet”. Initially we are not going to register it; we are just electing a “President”, “Secretary” & a “Treasurer”, based upon their involvement, performance & acceptance we would take a decision collectively about registration/re-election & registration.

Some updates from Harsha Pride
Hello Kethanites,
I checked with one of my friends from Harsha Pride abt formation of association.Here are few issues I got to know from them:
For forming association they collected Rs 2500 per flat and their maintenance is to the tune of Rs. 2000 per month as they are facing water shortage.
They will be getting the Occupancy certificate but they are not sure if it is builder who would be giving or the state govt.
Regularization might be difficult for them as for one of the block the construction is still on progress.
They have a yahoo group with name harsha pride and more information can be gathered from there.
More information would be updated on the issues we discussed yesterday (12/11/07).

Update of Meeting with B V Reddy held on 06/11/2007
Hi Everybody,
Today B V Reddy was in town and he had organised a meeting and around 15 of us met him and was discussing on Building Regularisation issue with him. As usual intially he said that he cannot get the completion certificate nor apply for regularisation of deviation scheme which is kept open by the government of Karnataka till 15/12/2007. After having a long debate on the issue finally he started thinking with postivity and said that he will speak about the issue with the other neighbouring builders in Kaggadaspura and see how it can be taken forward and will revert back to us by 15/11/2007.
With respect to other issues like Leakage, Carpentry work, sealing of cable ducts, water logging in Staircase during rainy season will be taken care by Basavaraj and completed in due course.
We have also spoken to B V Reddy and said to him that he needs to take care of the Building Maintenance till this month-end.
Request all of you to list out the common problem with Basavaraj faced on your respective floors either directly or through the Maintenance Team representatives in each of the block and ensure that we address all the common problems and get the same solved to the possible extent.
One More Request to all the Residents of Kethana Enclave. Please go through the address book and find which neighbour has still not registered in the Blog and just speak to them and make them register so that all of them will get to know of whats happening in the Apartment and all common issues and can be addressed easily. Also incase your neighbour has not occupied the flat then request you to speak to Basavaraj and get their contact number so that we can reach them get them register in the Blog. This is really necessary because from next month onwards we need to take up the Building Maintenance Accounts and at that time if we do not have all the residents details in the address book it will be very difficult to reach them and get their share of the Maintenance dues on time.
Next Visit of B V Reddy is tentatively scheduled to be 15/11/2007.
So Lets join together see that we have all the Residents registered in the Blog and become united as "KETHANA FAMILY".

Information regarding forming of association and violations
Hi All,
Today I had a small chat with one of my colleague (Treasurer, ITTINA, white field), he has similar experience like us. We had a small talk on registration of association and building violations. Thought of sharing the same with you all
Association
Its not mandatory that the association has to be registered (As per societies act), We can still form an association under the society act without getting it registered and have a bank account in the name of the association and conduct other activities. What we require is the Memorandum of Association ("MOA") , And we need to have one 'meeting resolution' which clearly defines who is what, like names of the office bearers, MoM of the meetings and a resolution passed to authorize one person to open the a/c and manage the financials of the association. We also need to identify a CA (chartered a/c to file returns)
Building violations
First thing we need to do is to get the approved building plan from BDA (may cost around Rs 50-100) and find out all the violations against current construction, And file a case against the owner in consumer court because it's cheaper. And if we find some bigger violations and if required we can also demolish those like our pent houses (Because no one has bought the pent houses yet it's easy to remove those violations if the owner is not agreed to regularize) , if this brings down our % of violations to less than 50% , then we could use the 'Sakarma scheme to regularizes the rest.

5th Meeting - MOM
Minutes of our 5th Meeting:
Today (4/11/2007), we discussed about all our main concerns and then formed 4 different teams for addressing those concerns. These teams would intern contact each other & work independently alongside. Also we decided to collect Rs.1000/- each flat for our initial cash flow and safeguard. This fund would be utilized for our legal, association & development activities.

RE: Cauvery Water issue
As per schedule today (3/11/2007), we went to BWSSB department which is responsible for Cauvery water supply, located at Jeevan beema Nagar. Unfortunately we couldn’t meet the contact person Mr.Ramesh, but we met the other AE Mr. Murthy and got the number of Mr. Ramesh – 9845444051.
We discussed certain points with a “Work Inspector” Mr. Narashima Murthy & “Valve opener” Mr. Eswar Reddy & came to know that there is a problem with the pipeline from 19th Cross onwards. They scheduled for repair work by December it seems, so by December it would be fixed permanently.But, to confirm this we are going to call Mr. Ramesh on Monday. This is the update as of now on Cauvery issue.
Also we got to know about, how to book a Cauvery water tanker which carries 6000 liters of water. We have to pay 325/- in their Indra Nagar office and come and show the bill on our BWSSB office in Jeevan Bheema Nagar and for the first time we will have to direct the tanker by sitting along side with the him.

About
Kethana Enclave is a new apartment located in Bangalore east - Kagadasapura. It has 60 flats which span across two blocks -Block A & B built by Kethana Enterprises, a group that has grown up from strength to strength over a decade. Kethana enclave has various stupendous features such as Recreation Club, Cauvery water connection, gym, children play area and so on.
Kagadasapura - a place is going to be one of a prime location in Bangalore in near future, because it's just 7 kilometers away from Airport, 8 Kilometers from MG road, 9 Kilometers to Marathalli, 6 Kilometers to Halsuru & 2.5 kilometers from Indra Nagar. Also it has got schools (Kendriya Vidhyalaya, National Center for Excellence & Geethanjali), college (SCT), hospitals (24/7, HAL, CMH & Manipal), Temples (Siva, Anjaneya, Bhubaneswar & Saneeswar). Altogether, the place is very good for a peaceful life.

4th Meeting - MOM
As scheduled we met today (30/10/2007) at 9:30 PM with Basvaraj and also we have got an update from the people who delegated for legal compliance. Lawyer requested for our “completion certificate”, copy of “order” and its reference number it seems. Since we don’t have all those info we couldn’t proceed further on this at this point of time.
Action point: We are going to collect the “reference number”. But we haven’t delegated to anyone for this work. Volunteers welcome?
Apart from the above, we talked about all the other points which we had collected in our first meeting along with B.V.Reddy and got a final confirmation from Basvaraj that “next Saturday” (or) within 3 weeks; he is going to fix all those common issues, but for individual flat issues, the flat owners can directly approach “Basvaraj” right away.
We have got a contact for our “Cauvery Water” issue and we are going to visit the office shortly which is located in Jeevan Beema Nagar. Delegates are yet to be identified for this as well. More over we are planning to meet our neighbor’s association to understand “what they are doing on this issue”
Mr. B.V.Reddy would be coming here by 1st (or) 2nd week of November, so we are going to discuss the following points with him, they are
1) Legal compliance
2) Completion Certificate
3) Car Parking (Only dissatisfied people)
Since this is our final call, so we would request everyone to keep an eye on our issues and get it rectified within 3 weeks.
Tomorrow, again we are going to meet by 9:30 PM, we would request everyone to participate without fail.

3rd Meeting -MOM
Today (29/10/2007), we met at 10 PM and discussed about our legal compliance & our pending action item and came to know that we have got an appointment from our lawyer tomorrow by 9 AM (30/10/2007). The following 4 guys are volunteered and they are going to meet our lawyer.

Once this is done, we are going to meet again tomorrow (30/10/2007) by 10 PM along with Basvaraj.

2nd Meeting -MOM
As scheduled we met exactly at 9 PM on 14th October 2007 and prioritized our issues and assemble it based upon the severity, they are
1) Legal Compliance.
2) Commencement, completion and possession certificates.
3) Seepages issues & issues with each flats to be fixed.
4) Car Parking to be re-allotted.
5) Forming an association legally.
As a first step we decided to verify the legal complaince with a help of a lawyer. Couple of guys volunteered to do this process, they are

3) Muthukrishnan.
Updates are yet to arrive from them.

1st Meeting -MOM
First meeting initiated by our builder to hand-over the operations, this was held on October 7th, 2007 at 9 AM and discussed the following points.
1) Cauvery water bill – Owner has to pay 50% and rest would be shared among ourselves - Builder agreed.
2) Builder to install gate valve before the water meter and a person should be dedicated to operate.
3) Completion, possession and commencement Certificates to be given.
4) Water logging in the common areas and open areas between blocks to be fixed
5) Electricity bills to be transferred in individual name
6) Cable ducts to be closed properly
7) Stair case area to be covered by translucent sheet
8) Accounts till date along with all bills & warranty papers of equipments
9) Legal compliance
10)Car parking to be re-allotted.
11)Rectification of seepages issues on all flats.
12)Heavy duty trip & plugs to be installed
13)Road in front of our building to be provided
14)Motors to be covered properly with a door in front
15)Window panel to be cleaned & gym minor equipments issues to be fixed.
Since we haven't got any fruitful solution, we postponed the handover meeting without mentioning a date. Meanwhile we had one more meeting among ourselves and identified few of our residents as our co-ordination Committee (representatives). They are
